I dont follow that.......surely skippys LA will have to only issue new licences to WAV's......provided they dont get that special dispensation?

They will have amend the 1982 act first, :D the ones we have already folk just walk passed them and the only time they are used is when folk phone for a cab and the company sends one to give the driver some work

Yes but section 16 only works if the LA wishes to limit numbers......if the equality bill goes through wont this mean all LA's will have no option but to issue new licences to WAV's only?

If the Secretary of State decides too, or if he allows a degree of flexibility for certain areas. So that bit is IMO a bit woolly.

However restricting councils now have four options, and I will allow them to work out for themselves what they are. Of course many restricting councils already use one of the options so wont be effected.

Including some small rural(ish) areas.

No it won't mean that.

It will mean that LAs whose propotions ain't right will have to issue HCVL to WAVs, if they are presented for licensing, until such time as their proportions are right & may then continue to limit under section 16, provided there is no SUD, if they wish to do so at that future point in time.

In areas where the proportions are already right, or better than right, then if the LA limits numbers under section 16, they may continue to do so.

And in the words of Doyle Lonnegan, "Ja folla?"

Sorry, I should have deleted your previous quote in my reply.

The amendment obviously only deals with section 16 & I was replying to The Captain's input to the debate.
