There was a thread a short time ago with regard to asking for payment up front before starting the journey. Below is a link to a pdf file which sheds some light on how one particular Licencsinbg Authority namely East Herts, approached the situation.

As I said in the other thread, if the punters quibble about paying up-front, then don't take them.
