2 years ago a local taxi company stopped trading. One of the vehicles was sold to someone who was thinking of starting his own taxi business. To date he has still not put in an application form to the council for either a drivers badge or a vehicle license. The vehicle is being driven around by this chap with all the private hire livery still on the vehicle sugesting that the vehicle is available for hire and including a phone number which is disconected at the moment.
Are there any laws, rules or conditions that are being broken?
Our inforcement officer says not.

If the words 'taxi' or 'cab' are present then it's illegal.

Otherwise it will be viewed as advertising.

Was it a taxi or a PH?

Is the number being advertised a licensed PH operator, or just a private number?

Has anyone tried ringing that number and booking a vehicle?

It was a private hire vehicle. The telephone number was the priviou owners taxi/PH phone number. The number as I stated previously is presently disconected.
