If this makes any sense Newcastle had 191 any colour saloons then they deregulated and any new license had to be on a wheelchair accesible vehicle london cab/metro cab at the time.
They then reregulated when the number of hackneys reached 339 which of course meant we had a mixed fleet and they were trying to endorse a law that all saloon hacks had to change over to wavs witin a period of 5 years i think it was at the time.
A lot of the diehards kept their old motors running through thick and thin and as far as i remember were going to take the council to court as all the saloon proprieters chipped in with funds.
All i know now is that the council suddenly decided to let the saloon hacks stay on as long as they were sprayed black and any replacement vehicle had to be black.
They then deregulated again and let the plates from 191 to 339 which were wavs be allowed to replace their vehicles with saloons and then left the door open till the numbers reached approx 780 hacks.
Eventually the city reached saturation point through the week with cabs parked all over and eventually the message must have sunk in with the council that the time had come to call it a day!!!and regulate the numbers once more
