Is there legal precedent for this? Everything I have read so far has found in favour of the driver owners.

If they go down Judicial Review route the court will decide if the council's actions were legal. I think they weren't.

However I think the court might tell the council that the whole system is/was a mess, and no-one is entitled to the plates as none of them are 'fit and proper'.

I think the views offered are a mixed bag, with some thinking it's a bit rich the renter gaining a free plate, or the owner renting out something he doesn't own, or me thinking the whole system stinks and removing restrictions stops it happening.[/quote]

I suppose the new owner of a free plate could always sell it on if it eases their conscience, particularly if inside information is held about easing restrictions?

If somebody wants to ease their conscience they could always do the right thing and either use themselves or give it back to the council
