Thats another matter...is disobeying an LA Condition the same as breaking a Law...or is it technically a breach of contract between operator and his particular LA??

It's the plying charge that stops the words 'cab'.

If you sit waiting in a PH with a sign that says 'cab', then you will be viewed as plying for hire without the required license.
