Coppery is now about numbers. Chief constables get paid bonuses - there is a move to end this, but not yet. Those bonuses depend on n umbers.
Cops are pulling people up to harvest those numbers.
Through this means the Chief Constables can effectively write their own crime levels on their watch.
This what we want?
And the trade associations address this how?
