Stricter controls does not necessarily reduce numbers it just improves standards
There's as many sheds on the road with age limits as there are without them.
I have no proof to this, but then again, neither does skippy or the pro age limit people.
TBH......I think at this moment I'd rather have a decent 10 year old merc with a full service history than a 2 year old skoda with a full service history.

in some areas where the PH are dominant most are sheds, this will also stop or reduce the numbers increasing, if they cannot afford to put a vehicle under 3 years old on they should not be given a licence
