Where does it say he's a London Licensed taxi Driver?

I don't see any mention of a licensed London taxi.

Because he comes from 'South London' means nothing.

One of my old neighbours in Finchley (North London) was a Taxi driver in Welwyn and Hatfield, he drove an ex London vehicle. In otherwords, he would be 'A taxi driver from North London'.

There are hundreds of areas around London, Watford and Spelthorne in particular, where drivers use LTI style vehicles.

Plus, is an E7 coversion, or similar, a 'black cab'?

The locals in Luton call them just that, and the last time I looked, Luton 'black cabs' have nothing to do with London.

sussex next thing you'll be saying that Brighton are going to win promotion the FA cup and the league cup this year

Where cabbies work is often away from where they live locally less than 5% of drivers actually live in the district to which they are licenced BUT there are two vehicles with TFL private hire stickers whose owners appear to live in the town and a LONDON BLACK CAB driver who is parked up every weekend in a village nearby I think he probably lives there but stays down sarf during the week when he works
