The way I read it was that you had to apply 4 weeks BEFORE it ran out.

In York if you miss renewal, you have to pay the fee as a new applicant, but they certainly dont do the leg work as for a new applicant, you pay the money and get ya badge straight away.
Vehicle and badge is renewed same time every year.
No vehicle checks no crb no medical no nothing, just charge ya full price as punishment.
