To me two-tier plates are where you have different coloured plates in the same LA; one colour working in a premier area in the LA & the other not allowed to work in the premier area.

Actually, I think the term is more widely used to refer to the HC/PH system, but there's nothing wrong with using it to refer to other facets of regulation, other than it could potentially cause confusion.

How about dual-plate :D

I think a council could reasonably refuse to exchange ten WAV licences for ten saloon HC licences, but could not reasonably refuse just one exchange from a WAV to a saloon if the criteria merited such an action under the Equality Act.

And the confusion between driver & proprietor licence would then itself be solved, by vertue of the fact taht he does not need an exemption on his driver licence from carrying WAVs, because his vehicle (now a saloon) can't carry wheelchairs, so he can't do the job anyway.

My cab is dual-plated now since April when I bought a new one.

Again Solihull's conditions for the grant of a licence are the same as Brum's were before the moratorium.

The terminology was right; dual plated as in one HC having two plates from different licensing authorities at the same time, all of the time!!

But the term two-tier is intended to cover, er, both tiers of whatever system is in issue, so your suggestions don't really cut the mustard, I'm afraid.

Neither does my suggestion of 'dual-plate' or whatever, because that describes something that's involved in both tiers of whatever, rather than describing the system as a whole :)
