I don't agree. The driver license is the bit that allows the person to do the job. The vehicle they use is the equivilent of premises and lots of businesses have to rent properly licensed premises. Lots of businesses have to make application to use premises for certain things and those applications can be refused for various reasons

Here I don't agree. A taxi is the tool of a driver's trade. Without it he cannot work.
A driver has no need of premises, except as somewhere to get his mail delivered.
BTW how does the post office deliver to your cab, if it is your premises?

They rent one. The same as a publican without a pub

With the exception of the first, many LAs will give you a taxi drivers licence without the others.

These are not tools, they are skills.
A screwdriver is a tool. Knowing what do do with it is a skill. 8)
