Cabbies planning Coventry ring road go-slow

COVENTRY’S striking taxi drivers say the widespread disruption won’t stop until the city council gives in.

They voted unanimously yesterday for an ongoing complete stoppage.

It was in response to the council refusing to immediately stop issuing licences to new cabbies.

All the city’s 950 black cabs and private hire drivers have been ordered to blockade taxi ranks.

They are also planning go-slows around the ring road, and vowed to prevent any taxi hiring, including for school runs.

Leading Labour councillor Lindsley Harvard admitted the council had no immediate contingency plan to keep the city moving, and accused cabbies of “bully-boy tactics”.

Lightning strike action was called off last month after four days when Coventry Taxi Association leaders said the council had agreed to an immediate temporary cap on issuing licences – preventing any more taxis on the roads.

Cabbies complain that taxi numbers have rocketed, depriving them of their livelihoods and rank spaces.

Coun Harvard, city services cabinet member, met taxi leaders for emergency talks yesterday and denied any U-turn over a licences cap.

He said last month’s agreement was that any temporary cap could only be imposed following legal advice.

He added: “Our own legal advisers have now told us it would leave us open to legal challenge, and it would not be wise to ignore that advice.”

I think I will start a PH company in Coventry. If this stupid action carries on I could make a fortune.
I mean, they say they are going to stop doing the school runs. That would place them in breach of their contracts and I am sure they would not only lose those contracts but they would be liable for any associated costs.

Taxi drivers launch all-out strike

ANGRY taxi drivers in Coventry re-launched all-out strike action this week after talks with the city council broke down.

For the second time in four weeks, scores of taxi drivers lined the streets to begin an indefinite strike, this time slamming the council for “breaking its promise”.

The row – sparked by the arrest of an illegally parked taxi driver in early January – is over the council’s refusal to stop issuing licences to new cabbies and a shortage of taxi ranks.

Drivers of black cabs say the problem “forces” them to park on double yellow lines. There were high hopes for successful negotiations after crisis talks last month, but the council has outraged cabbies by refusing to impose a cap on licences – instead insisting the drivers pay for an independent survey out of their own pockets.

Imran Zaman, chairman of Coventry Taxi Association (CTA), said the survey would cost £40,000.

He said: “They’re trying to put it in legal terms, saying it is a government requirement, but it’s not – and they’ve gone back on what was in writing.

“What I don’t understand is why we have to give more money to it. We all pay £110 for our licences per year, plus inspection fees imposed by the council, and there’s about 900 black cab drivers so why can’t they afford it?”

Speaking to the Times, one taxi driver said he would stay on strike for as long as it took for the council to back down.

He said: “We all put in about 15 hours a day but we only have about ten fares, which amounts to about £50 or £60, but if we get a ticket from a traffic warden that’s our whole day’s takings wiped out.

“Plus there are drivers from areas outside Coventry that are being allowed to have licences, which isn’t fair – we’re just chasing passengers.

“We suffered last time, we’re all self-employed so it will affect our pockets, but the current situation is affecting us anyway.

“We don’t want to disappoint our customers, they’re our bread and butter, but we don’t have a choice.”

He added: “The council just aren’t listening, they’re ignoring us and toying with us – but we will stick to our guns and will be on strike for as long as it takes.”

Cllr Lindsley Harvard, cabinet member for city services, said he believed the package was good for the public, the economy and the taxi industry – but the CTA’s demand for a temporary cap was a “stumbling block”.

He said: “Our legal advisors have told us that a temporary cap could leave the council open to legal challenge. This is advice we cannot ignore and a point we have been up front about from the start.

“The strike is very disappointing, as not only have we worked very hard to respond to their concerns but we also believed we had the start of a very good relationship to take us forward – something we want to continue and build on.”

The issue will be discussed at the city services cabinet member meeting on Wednesday February 9.

Not sure about the £40,000 costs of a survey, but certain that they need one to re-restrict.

Perhaps if the local drivers had pushed for one in the past, they wouldn't need to go on strike now?

Striking cabbies bring rush-hour Coventry ring road to standstill

STRIKING cabbies blockaded Coventry city centre yesterday causing a rush-hour headache for other motorists.

A “go-slow” line of black cabs clogged city centre streets and the ring road from 4pm to 6pm.

About 40 taxis were led by a police escort from Coventry railway station, past the Council House and onto the ring road.

From there, they crawled along at a snail’s pace, causing delays for people heading home from work.

Some of the worst-hit areas were near Swanswell Pool and the ring road exit for Holyhead Road.

As the strike entered day two yesterday, taxi drivers’ leaders claimed the stoppage had been a success with 98 per cent of drivers refusing to work.

Earlier there was frustration at taxi ranks blockaded by stationary cabs, where only disabled people had a chance of getting a taxi.

As the deadlock continued with council chiefs refusing to bow to the drivers’ demands, many furious cabbies sought public backing, claiming their livelihoods were being ruined.

They said they had reached breaking point after years of demands for the council to limit the number of taxi licences and provide more ranks.

That view was partly backed, with Labour’s council leaders, who came to power last May, blaming the previous Conservative administration.


Labour councillor Lindsley Harvard, cabinet member for city services, said his planned three-month independent review into cabbies’ concerns would be the first examination since 1997 – if cabbies pay the £40,000 fee. His own party was in control until 2004.

About 100 cabbies protesting outside the Council House on Monday voted unanimously to renew last month’s strike, after council leaders ruled out an immediate temporary cap on licences.

Cabbies claim there could be up to 300 more taxis on the roads while the review takes place.

All 950 black cab and private licence drivers have been ordered not to pick up passengers, including for school runs contracted with the council, for as long as it takes until the council gives in.

Imran Zaman, of Coventry Taxi Association, said other councils, including Leicester, had issued emergency caps without reviews, a claim disputed by Coventry council leaders.

Coun Harvard said lawyers had advised that a temporary cap would leave the council open to potentially costly legal challenges from taxi-maker LTI or new taxi drivers who had ordered or bought vehicles.

Cabbies contested that claim, saying they had support from LTI.

Taxi drivers, all self-employed, say the council is breaching government guidelines that cabs should be limited to two per 1,000 people, and there are only 130 rank spaces.

Because it sure ain't the British Government!!

Well AO apparently retired in December (thank f*ck) & he would have defo been selling them instead of taking councils to court for not restricting a saturated market.

His idea was to have a tsunami of TX4s everywhere, FFS!!!
