Location: Stamford Britains prettiest town till SKDC ruined it
this morning i had a runner again £3.90 fare so i went to the police the police insist it is a Civil matter because you can't prove the passenger intended not to pay.

several other laws such as the one that covers driving with mobile phones have been changed so that the act of doing the offence is enough grounds for conviction.

What do you reckon should TDO mount a campaign to get the government to change the law on fare evasion to a similar set up ?

Sorry to say this but you let the police hoodwink you.
It is a criminal matter. I had the same argument a few months back but I went to the police station armed with a copy of the relevent legislation that was kindly provided by a member on here. I would not accept the desk persons insistance that it was a civil matter and I insisted on seeing his superior. After about 30 minutes of arguing the toss, he agreed that it was a criminal matter. Although without a name and address for the runner, it would have been difficult for the police to actually catch them. Fortunatly we were able to give these details and we got the money.

Rubbish.

The mere fact it ran away is evidence in itself.

Make an official compliant to the Chief Constable.

I know it's a pain but it's the only way the serfs at the bottom get the message.

Always always always quote the theft act to the Police. By law they've got to act.

Better still, insist on making a written statement about the offence and continue insisting and asking for superiors to the person you are speaking to.

Once you are at sergeant level, if he does not want to proceed with your complaint, then ask to see the duty inspector, because now you wish to make two statements, the second complaining about the sergeant, because he sholud know the law.

hate the little buggers!

can someone correct me but as I understand it if they don't pay its a criminal offence (theft) but if they so much as give you a penny towards the fare it then becomes a civil matter (debt?) ?

I was told this years ago......

my last runner left his mobile on the back seat with mun n dads number. PILLOCK - (also was his 'other' phone so he did not want me handing it to the rozzers ;) )

A lot of mentions of 'Superiors'

Police Officers, or indeed anyone in life don't have people who are 'Superior' to them, I certainly don't.

The Police may well have Senior ranks, or we may have L.O's who hold some form of authority over us, but never ever think of anyone as being superior to you, 'cause they're not.

I did quote the theft act and the police officer i spoke to is an EX CABBIE ! but it is almost impossible in lincolnshire to report a crime the sargeants back up the officers and the inspector will not speak to you
