If you watch the video there is an interview with the vosa inspector and he stated that the way the vehicle was converted to a stretched limo was unsafe so they would not have been able to get it plated I wonder if it actually carried passengers or if it was a new vehicle that could not pass inspection ?

The vehicle was not unsafe because of the conversion. It was unsafe because of the lack of maintenance. The owner was prosecuted several times for the way in which he operated his limos and it was this, more than the condition of the vehicle that got it eliminated. The owner was a total to55er.

I was listening to radio 2 this morning and a limo driver sent in a text saying hello to the 10 in his pink limo in South-end
10 I thought the max was 8

That would depend on the limousine and how it was being operated Skippy.
If it was a limousine that had a COIF and a PCV licence then it could carry whatever number it was licenced for. There are 2 Hummers that I know of that are licenced to carry 18 passengers. Most licensed Hummers can carry 16 passengers and other larger, licenced limos can carry from 12-16 passengers. The Lincoln Towncar and Chrysler 300 stretched limousines can only carry up to 8 passengers.

Of course they do. They also need a national PCV operators licence and not a restricted PCV licence.
