I think your boss could also be instigated by the council for not taking action against this driver and could also find himself in trouble for allowing it

What I'm confused about is did the meter read £18 or was the not on, I ask this cos you say it's 'off the meter' which I read as not on the meter. If it is on the meter then how did he manage to clock up £18 for a fare that's normally below a tenner :?

The meter was not turned on. We have a company here where the drivers are instructed not to use the meter at all. They have to radio in to the office for a price on every job. Customers are overcharged nearly all the time but the company have been doing this for years and the customers don't even know that it is wrong. It is only when they get in a taxi where the driver uses the meter that they find out and then they are still reluctant to write to the council. I did here that the enforcement officer did a test purchase and was overcharged and the driver is being "dealt with".
This is a hackney company and not private hire.

The meter wasn't on Toots they hardly ever use it, they think of a price then double it.

Even if you charge a set rate is the meter not supposed to be on anyway?

We all got pulled in for that by the local Council, they said "we must use the meters at all times".

Just a quick update on this, the driver in question is being dragged up before the Council accused of overcharging X 5, he's also in front of the Council for making sexual remarks towards 2 female passengers.

You might be asking why the Council haven't suspended him under Section 52? We are asking the same. I''ve given the Council until Tuesday to suspend him or revoke his badge or I will go to the local press.

They were quick to suspend drivers last year for over ranking and while they were suspending drivers they were also abusing section 52.

This driver is getting away with murder on a regular basis and has still got his badge.

Then I do hope that you inform your daughter of her right to attend a public meeting (although the driver's hearing may be in private).

She at liberty to speak to the licensing enforcement officer, prior to the meeting, who would almost certainly be giving a resume of evidence to the Council. She might also wish to offer her evidence, in person, at the meeting.

I know if this had happened to my daughter, I would be encouraging her to do the same.
