There's lots of factors that could be considered, and I gave an extreme example earlier. Another might be mutli-plate holders
But you've already significantly tightened your definition of a lottery - you orginally said "everyone's name in a hat" - and are thus missing the point I made.
I could tighten my definition of a lottery even more... but then that would not be fun..... I like to see how many little grey cells other people have.... or even if they have any...
