Because it's a driver's choice to over rank or park illegally.
A taxi can still ply for hire while driving around legally.

That's because Tone and the rest of Dad's Army did'nt vote for option one ! Now..if anybody should be held responsible for the mess in the Trade is surely must be DTA/Unite ! The plates will keep on coming until they accept that 100% is the only way to advance the Trade.

Can't understand why members pay dues to the above mentioned, only to find their chosen Trade in further disarray ??

Please enlighten us Sassenachs; what is / was Option 1 and what are / were Options 2, 3, 4 etc.?

If option 1 was adopted and a member of the public asked for a saloon cab, as they could not get into the WAV option, the council could have been held responsible for neglecting the needs of the disabled that cannot get into them
Allegedly under the new equality bill there has to be a mixed fleet to cater for all alleged at 50/50, so if an all WAV fleet was introduced back then, they would have to bring back saloons

Are all Dundee's streets dual carraigeways?
BTW, you can respond to a hail on a dual carraigeway, unless signs state otherwise (clearway etc)

Anyway, legally speaking, the choice to over rank or park illegally is made by the driver and the driver alone. He commits the offence. Nobody makes him.
He can continue to drive around, it's his own choice to stop and break the law.
