The roler is used as an example its the vehicle road state that counts.

You do not put buses ofF the rd after 5 years and remember a bus starts at 9 seats. If as I say you have a good quality vehicle of high spec costing £16000 second hand (more than a new Skoda) SHOULD THE £16000 vehicle not have a chance to get a rd test. :?

Thanks for the information

The age policy only works if all vehicles are put off the rd after a certain age and I agree with that in someway, but what I do not agree with is if one has got a Lada (no offence to the lada) it can remain a PHV for life set against a high spec £16000 vehice which happens to be over 5 years but is dearer than a brand new Skoda. You do not put buses off the rd after 5 years and buses start at over 8 seats. It is the test that counts not the age of the vehicle :D

Councils are allowed to set rules, providing they are fair and reasonable.

If they have set a silly rule, then the ombudsman is a cheap way to get re-dress.

What council's mustn't do, but often do do ( :? ) is 'fetter their discretion'. In others words have hard and fast rules, without any flexibilty.

And that is against EU law.
