Ask your LO when the new conditions were approved by the licensing committee.
Then speak to the licensing committee's committee clerk, the guy/gal who draws up the licensing committee meeting agendas and takes the minutes and ask for the agenda for that meeting, the agenda item report to the licensing councillors and the minutes recording the licensing committee's decision.
If the LO says that the new conditions were not approved by the licensing committee, then ask him/her for the date of the licensing committee meeting at which the licensing committee delegated these powers of altering, amending and re-drafting conditions of licence to the LO. Then do the same as in the above paragraph.
I would not put it past many LOs to think they have the power to set conditions of licence, when in fact these powers are vested in licensing committees, who after all are councillors ELECTED BY THE LOCAL PUBLIC ELECTORATE.
I think if these new conditions have not been approved by the licensing committee and there are no previously minuted decisions by the licensing committee specifically delegating powers to the LA to amend conditions of licence, then these new conditions are likely to be 'bogus'.
