If we knew Doom's manor, we could help him by contacting the authorities and pointing to his posts on this forum. I don't think his council would hesitate in taking the appropriate action in dealing with his drink drug addictions and mental problems. He just needs a little holiday to get things under control. He'd be back to work in no time.
