Yet more evidence of why the trade can't be trusted with money.

People are generally more than happy to chip in for certain causes, but if the money doesn't get spent it should either be given back to them or to charity.

Not to be used for other people's whims.

The question here is ''what is the difference between Hackneys and Private Hire''
Contrary to what some here are saying...the Hackneys at Manchester Airport have no problems with PH...they (PH) pick up all the time and there are no issues.
So, first of all answer that please...what are the differences between the two ?
As for cwwright...please the less you say the better.
Your comments about ''old'' cabs in manchester is nonsense...just shows you know nothing period.
Manchester Hackneys are the most modern in UK...as they (the council) have an age policy and two tests a year and three tests a year for vehicles older than 7 years.

Did the folks who donated the money have that question in mind when they donated it?

I very much doubt they did.

I was asking the difference ''in law''...but coming from you sussex...i am not surprised by the answer...

AS for the people who donated the money...best ask them the question...they must have their reasons...and one of the possible reasons could be because the wish to see the laws being upheld.
Sussex, FYI....some years back a PH driver was killed in the manchester area...and there was a strike in which the Hackneys joined in...as we agreed that its something that concerns us ALL...
The situation at Manchester Airport is being challenged on grounds of legality of the operation....not that hackneys are afraid of ''fair'' competition which has been there for many years..

If you are asking me, then that wont cost you or anyone else a bean, which begs the question why anyone needs to spend money donated for a different cause to fund the answer.

The people that donated the money to the OFT fund, and I'm sure my good friend Mr T would confirm, donated it to stop the government repealing section 16. They didn't donate it for a fight between trades at Manchester Airport.

I haven't noted anywhere where anyone has criticised the hackney trade for doing what they think best. My criticism is that it is being partly funded by money put aside for something else.

It beggars belief that, as has been mentioned, large chunks of the local trade have decided not to put their hands in their pockets, yet money is being syphoned off from elsewhere without the permission of those that donated it.

IMO it's a shameful act.

The article that was debated... was actually written by me .... I actually helped put the constitution together.... so the committee has not done anything wrong...... legally.... but without a shadow of a doubt within the next 12 to 18 months the Hackney Trade could well be looking at it's death..... now whether any body will contribute in the future to the NTTG.... I think this has been put at risk..... you have to ask yourself whether people would trust a committee that gives money to themselves.....IMO

Ok, One of the arguments by the Hackney drivers is that Arrow are allowed to ''rank''up facing the hackney carriage rank in full view of the public.This is one of the differences between Hackneys and PH...So, question is why are they allowed to do it ?

They are not "ranking", it is a marked permitted parking area on a part of the road closed to most traffic (i.e no public, authorised vehicles only), of course potential customers cannot walk up to the cars to book!!! they have to use the bookng office at T1 which they would have to walk past to get to the cars ( walk past the black cabs) or use the desks in T2 or T3 again long before they would see the cars.

Of course they could move them into the car park which is all of 2 yards further if that!!!

Because it's on private land, and the public isn't public from a public street or road, it's public under the control of the land owner.

I understand why you have the hump, and have a degree of sympathy for the cause, alas I'm not convinced you will win.

On a slightly different note, do customers get into those cars and leave without the vehicle being pre-booked?

Greater Manchester Act 1981.

167.-(l) Except as provided in subsection (2) below, as from Signs on
the appointed day in any district, there shall not be displayed vehicles.
in the district on or from any motor vehicle constructed or
adapted to seat more than two and less than eight passengers,
not being a hackney carriage or public service vehicle-
(a) any sign, notice, mark, illumination or other feature
which, having regard to the time and place at which it
is displayed and to any other circumstances, may
suggest to a person seeking to hire a private hire vehicle
or a hackney carriage that the vehicle is used for the
purpose of carrying passengers for hire or reward;

Greater Manchester Act 1981 section 166

(5) For the purposes of the provisions of the Town Police
Clauses Act 1847 relating to hackney carriages, "street" shall
include any air or sea terminus, and the approaches thereto, any
car park, any hotel forecourt and any unenclosed land within
six metres of a street but section 53 of that Act shall not apply
to a hackney carriage standing in a parking place in which it is
unlawful, by virtue of section 31(5) of the Act of 1967, for the
driver to ply for hire or to accept passengers for hire.
