Unfortunately after England winning the world cup in "66", the order was, run your guts out. Skill from the likes Marsh, Tony Currie, Hoddle, Alan Hudson, and a few others were frowned upon, which was a great shame.
As good as Rooney is, his ball skills are nowhere near the above players.

Glenn Hoddle was the biggest waste of talent I ever saw, I know he got injured a bit but other than Beckham England haven't had someone who can distribute and dead ball that well ever since, Matt Taylor of West Ham Utd when he was younger was just like this when played in midfield, but hey ho, it's England and we are wasteful at times.
