And the LOs appear out of nowhere late at night, and suddenly you discover that you need to discuss the pressing needs of your association members?
What would happen to these pressing needs if the LOs didn't appear? Phone them at home? Or are these pressing needs related to failed spot checks?

In my experience most of the cars disappear when the council put in a surprise appearance, and it ain't anything to do with badges in the glove box or whatever. Probably more to do with no badge at all.
And I'm talking all hacks in my neck of the woods before you get on your faux 'OMG' HC v PH hobby horse.
Of course, the reason most disappear is that word soon gets round....
