Imagine you had a private hire company that was based in Sefton but could be licensed by Brighton , to to operate in Brighton using vehicles licence by Sefton.... that is one possibility

Any council worth its salt would carry out a survey to establish whether or not the public they serve are receiving a first class service by both the Hackney and private hire trade. the data in that survey should also indicate where new stands should be placed..... unfortunately most licensing officers really do not know what their job requires
