Last time it was done here everyone who owned a firm was offered one, it's slightly before I entered the job this happened but I thought at the time sod them the drivers on the waiting list should've been offered first, but I believe it was just a ploy so the Cars/Cabs bit in the company title could become Taxis myself, the justification of extra plates should be only after a SUD says there is demand for at least 15 hours of any given day, it's no good saying you need more at 2am, that just isn't a fair reflection, peaks and troughs is the term for it.
Fairest method is to have a waiting list which cannot include existing plate holders nor anyone whose held one and transferred it before, the candidates should then be required to prove they have the means to fund a new vehicle and have a good record, also nobody can go on the waiting list until they've completed 3 years complaint free service to the job, then the qualifying names are put into a tombola full of pin pong balls with the badge numbers written on them and given a good rotation, the ball then pulled should be pulled by a totally neutral person from outside of the trade and the event should be witnessed by anyone wanting to attend, in cases where a waiting list has been available for longer than 10 years then it should be first on the list but only if the driver has a good record and has the means to buy a new vehicle, which right now I guess is a WAV to increase the balance on mixed fleets.
