Yes, but given my consideration it is patently obvious whatever we have it dependant upon results.
We currently have no results at all, we have unions going across the country and indeed to the law commission, saying training is the solution, yet there is no proof.
As I said, if a local authority in 2000 had 100 complaints.....then 5 years later with more drivers licensed, but all were trained there were 60 complaints....that would be a figure....an improvement.
At the moment there is nothing.....either people can't be a*sed to do the stats.....or there has been no change.
And if there's been no change....then what was the point?
