The public there must be pretty tolerant and forgiving.

Conversely, it could mean that most taxi drivers are spineless individuals frightened to speak out when suffering abuse by the public. The 200 complaints might be members of the public who came off worst during the altercation. Their weapon of last resort is to make a complaint to the council, who in turn, are more than happy to trample all over the rights of the taxi driver by making him an example to others. Especially if they want to dig that certain individual out. The fact is, credible evidence is not necessary when coming to a decision. So quite simply, they make it up as they go along.
The solution seems to be either find another job or become a co*k sucker like Longshanks.

What that means is, Cab Inspector Smith (Agent Smith) is reporting more cabbies to the council. The chances are there's a lot more complaints that never see the light of day.
