The vehicle is always licensed, whether a plate is attached or not.

part of our license agreement is that THE plate will be displayed..
and my insurance insist a plate is displayed

this issue of testing is interesting, we get £60 off the plate/license fee if we put the application in 2 weeks before expiry dates, i can then have it tested (once ive paid) but thats 2 weeks early, surely a vehicle should pass its compliance on the day the plate is issued?...

I cant put it in for test before they send me the notice, which is about three weeks, but why should i pay the fee 3 weeks before I need just because they want 14 days to make a plastic plate? they already coerce us into paying 14 days early with a discount of £60, should a test be carried out 3 weeks before issuing a plate? seems silly to me, i can get a number plate made up while i wait

the big issue here for me is what do i do Wednesday if my (paid for/test passed) plate isnt available?

Handcrafted out of rare Tibetan bamboo by a blind monk, inlaid with panda nail clippings and transported by a bloke on a pushbike with 1 pedal and no seat (that makes him sit up)

yes, ours are mogo, but the kind that take 13 days to set

maybe the council only have 1 bloke who can make em and he only works 1 day in 14?

Depends how they make the plate up.

Once they have the plastic bit and the bit with the numbers and letters that's laminated (or whatever) on top of it then it just takes a minute or two. That might actually be done by the tester in the garage or done beforehand in a different department or office.

But making the 'transfer' bit that goes on the plastic may be different and may be done by a different department again.

It all depends how the council organises things.

If all the equimpment is in once place and the same person is doing it all then it should only take ten minutes to make up the plate and attach it to the vehicle.

Im sure its done "in house" ate LA HQ, they leave plates in reception for collection, youd think after a 2 week gap from "age exemption" inspection (by LO) they would insist on seeing the car again...

I was put into a similar situation, so rang SAC Licensing Department,

Their response was eminently sensible.

"Run with your old Plates and if you are required to prove that the Application has been made. Show the relevant Authority, your Receipt."

If you have submitted your paperwork in reasonable time, i.e. within a day or so of receiving it you can appeal against what is effectively a refusal to renew and claim compensation.

A council in the Black Country area had their fingers burnt under similar circumstances a while back.
