When I first started in this trade the company I worked for leased their cars from Highway services in Nottingham they routinely clocked all their cars as part of the servicing so that the drivers didn't know what the mileage on the cars really was their excuse was that the vehicle was never going to be resold so it didn't matter. It is very common and I'm sure many a taxi/ph on the roads today has been clocked to make it appear that it has done fewer miles
