If you have an operators license and the booking is taken at your operating address and the car and the driver are from the same operating area, everything is ok. You can accept bookings from anywhere at your operating address. You can't accept a private hire booking from another private hire operator from another area.

Providing you have got an operator's license then you can take any work from anywhere at any time.

It helps if the booking is taken in the area to which you are licensed, but views are mixed on that point.

. It would be very interesting to see what would happen if a council added a condition, to an operator's license, that said they could only pass work to vehicles licensed in the same area as they are based.

Is this what you mean, this is from a council web site,They will also give you an ops licence for an address over the border to operate said vehicles ie they will give nidge in ashfield a ops license to operate Mansfield private hires, double standards

To operate a business as a Private Hire Operator in the Mansfield Area the proprietor must ensure that he only operates Mansfield District Council licensed vehicles driven by Mansfield District Council licensed drivers.

Conditions Attached to Operators Licence
1. An Operator shall not invite or accept a booking for a Private Hire Vehicle, or control or arrange a journey to be undertaken by such vehicle, without first making available in writing, or giving orally, to the person making the booking information as to the basis of charge for the hire of the vehicle.
2. Every Operator who accepts a booking for a Private Hire Vehicle for an appointed time and place shall allow sufficient time for the vehicle to punctually attend.
3. Only Ashfield District Council licensed vehicles and drivers may be booked for any journey.
4. When an Operator is unable to fulfil a booking due to unforeseen circumstances, it must only be passed onto another Ashfield District Council licensed Operator.

The above is from the Ashfield web site

After reading the conditions I thought this was quite amusing, joint operations do they really think that they won't use vehicles licensed in another area?

General Information

Private Hire Vehicle Operators must make provision for hire vehicle bookings to be made in Ashfield. This could be an office or a free phone. Where the operation is a joint operation with another authority the two operations must be operated independently.
