But surely the council would have wanted a copy of their UK driving license...and they couldn't get one of those if they were Illegal Immigrants.

I think that you are getting ahead of yourself!

1st of all you need people in the job who know what they are doing!! and then if you can find them they need to stop treating the job + the drivers with such contempt, to then conduct proper interviews + the right man/woman actually fits the job..............then a lot of stuff would get cleared up.

But!! That will not happen anytime soon as there is a lot of money rolling in from drivers (legal and illegal), that keeps owners of P.H companies VERY rich, and some nice TOP jobs in the council oiling the money wheels for them...................in the meantime the hamster keeps on running on and on and on the wheel, in this case the wheel of life. A bit of "Oh look what we have done here - and look of what we have done there", basically appeasement/lip service..........and it will all carry on.

It was once said by one of our European neighbours that we are "The Dirty Man of Europe"............how very very true, in more ways than one.

We ain't any more nor any less the Dirty man of Europe than our EU neighbours are..

I would never use that we "are no better or worse analogy" - we should always strive to be better!

Amen to that John, only it's easy to be bad and not so easy to be good, bad corrupts good easily where good can't scratch bad I'm afraid.

Only a change in the law can improve things and I think it is overdue tougher licensing conditions might make it harder for the tom dick and harry approach and perhaps might encourage companies to improve quality rather than quantity
