Three days after being told by Ruth Jeffs, area manager of Jacobs Consultancy Birmingham office that Ian Millership had left the company, he miraculously turns up in Knowsley disguised as a Jacobs employee.
I am eternally grateful for the intervention of Miss Jeffs because it not only shows that some of Jacobs unmet demand surveys are massively flawed and inaccurate, it also shows that the voice of Jacobs namely "Ruth Jeffs" is quite partial to lying.
I am sure Ruth Jeffs had a good reason for lying to me on September 19th when she said, "Ian Millership had left the company", especially when Jacobs produced such a polished work of art for Edinburgh City Council. However, she was rather complacent to think the matter would not be revisited.

11. DECLARATIONS OF INTEREST
The Director of Corporate and Customer Services’ representative reported that no declarations of interest had been submitted by Members.
12. THE PROVISION OF HACKNEY CARRIAGE AND PRIVATE HIRE
SERVICES IN KNOWSLEY
The Committee considered:-
(a) The report of the Director of Corporate and Customer Services which set out the findings of a study undertaken by Jacobs Consultancy on the provision of hackney carriage and private hire services within Knowsley; and
(b) A presentation by Ian Millership, of Jacobs Consultancy, on the key findings of the study.
RESOLVED -
(i) That the report, and presentation, be noted;
(ii) that the existing policy to limit the number of hackney carriage licences in Knowsley to 240, be retained;
(iii) that Officers reply to the Department for Transport (DfT) letters of 16 June 2004 and 8 June 2005 stating the Council’s decision to maintain its current limit on the number of hackney carriages and the justifications in support of that decision;
(iv) that officers be instructed to implement the recommendations contained in section 6 of the Jacobs Consultancy report dated August 2005;
(v) that Licensing Officers be instructed to work with colleagues in the Department of Regeneration and Neighbourhoods to agree the insert relating to taxi and private hire services in Knowsley for the final Local Transport Plan; and
(vi) that in view of the issues highlighted in the report, following consultation with hackney carriage vehicle operators, relating to incidents of violent behaviour by patrons in the Cherryfield Drive area of the Kirkby Town Centre, the appropriate officers be requested to liaise with Merseyside Police to ascertain the action to be taken to address such problems and a report thereon be submitted to the next meeting of the Committee.
