When I worked in Kidderminster a couple of years ago, It was Three council tests a year from brand new, then three tests plus an MOT from twelve months old.

Now I am in Birmingham, it is just an MOT every year, which can only be carried out by a handful of garages in Brum.

BUT, strangely the mostly owner driven vehicles in Brum, on the whole, do seem to be in a lot better condition than the vehicles owned by the Kiddy plate baron.

our PH rules (basically) are

new plate maximum of 4 years old
maximum age to be plated 6 years , then pay TREBLE the PH plate cost for 3 tests+plates a year)

what sticks in the throat is the fleet of 12+16 seat smiley transit wrecks being operated by a local firm (many on school contracts) which wouldnt pass as PH/HC but can carry on till doomsday so long as they can pass an MOT.......becuase they are on an O-licence from VOSA operating under a NATIONAL set of regs far more flexible and forgiving than any localised PH/HC regs ive seen
