The market intervention you suggest is anti-competitive (illegal) Simple as that. The LC are hardly going to recommend something that is unlawful.

You can buy a WAV as cheap, if not cheaper than a Mondeo now. They are also easy for anyone to get in and out of.

One wonders if the people living in London and Liverpool (to name just two) are made up of different bread and butter!!!

I guess that depends on the standard of the WAV surely, I think the evidence is required ascertain whether or not rear loading WAVs are as safe as side loaders

An area with 100% WAV does not need to be expensive for passengers - if you couple it with sensible number cap.

Plymouth is all WAV.

Plymouth is capped at 367 Hackney Carriages (Neat use of the name before the LC make it redundant in favour of "Taxi").

Plymouth is almost the cheapest per mile at £1.32 in the country.

WAV's do look better as taxis than saloons, much easier to identify for people. Saloons are nice too, however for driver and customer safety WAV's are superior.

Ideally black.

Sorry thought I made that clear.

Asking one sector to subsidize another (is anti competitive, the same as restricting plate numbers), This is made worse when license fees are supposed to reflex council costs, not drivers!

Yes I agree my argument is built on the pretext that rear loading vehicles are acceptable. On the issue of safety, I would argue that has been addressed. I know of two rear loaders that have been crash tested with the conversion in place.
The issue of loading in the road in a nonsense, every ambulance both transport and emergency is rear loading. As is many of the larger converted vehicles.
