Why would they have taken your work ? Either because they are undercutting you or because you run a [edited by admin] sevice ? :wink:

Because they service the areas the B&H trade have neglected, and although slightly cheaper than restricted B&H, in years gone they were considerably cheaper.

But all that is irrelevant in this discussion, as the main point is that the Minister sees a one-tier system every time he goes outside of his front door.

I'd agree that one tier is unlikely, but some will, in their Consultation Responses, clamour for it. So if you don't want it, you have to endorse the proposal suggested by the LC.

This is the approach that is required on every single proposal that you agree with.

We all want to change the proposals that we don't like and it would be so easy to forget the things like this and lose some of the things we may think we have won already.

I have yet to read a good argument for the 2 tier system

I'm not convinced what the LC are proposing is a million miles from a one-tier system.

The only thing going against that is the down grading of PH standards.

However if councils keep controls over PH, and I think that could be where we end up, then in many many areas a near as dam it one-tier is what we will end up with.

And when you have a one-tier system, how many of the present, vast number of problems with illegal plying for hire still remain?

You've got it; NONE!!

If anyone disagrees for a moment that what will eventually happen after this whole process has finished is that we will all have a one-tier system, perhaps gradually evolving throughout England and Wales, then I believe you need to be beamed up to Cuckoo Land.

The LC are laying little traps here and there in their publication and letting the two trades down ever so slowly.

I just wonder if London will be different.

You mean simply based on derestriction?

Have to disagree with that. I mean, if quality control carries on much as it is at the moment then I doubt if things would change other than a slight shift from the second tier to the first due to uncapping numbers, rather than blurring the distinction between the two. And if there's more compulsory WAVs for HCs then in another way that could push things in the other direction.

I mean, unrestricted WAV HC London, single-tier? :-"

What controls over ph are you referring to, because if I understand the LC correctly they intend to have down graded national standards for ph and LAs unable to change them :?

Because the two tier system covers both Hackney carriages and Private Hire;

I am quite surprised you dont recognise that private hire covers a multitude of differing evils, be they minicab, be they executive hire, be they small transit type minibuses and many other vehicle tpes that are too small for bus regulations.

Yeah I do recognise all the differing vehicles used by ph, but, I also know you know that when I talk of a single tier it is a single tier that offer taxi services. Since this was posted it has come to light that there maybe differing tiers, within the single tier, if it ever came about.

Many, many phds like working on a circuit. They have no desire to purchase a purpose built vehicle or sit on a rank, but, they would like to be able to pick up passengers who flag them down. It would seem that the 'single tier' with differing tiers would suit a lot of those drivers

Does this sound familiar?

Primarily the ‘Taxis Act’ it is a single tier system, all vehicles are ‘taxis’ and allowed to ‘ply for hire’, however the only ones permitted to ‘rank’ are those that are ‘wheelchair accessible’, unfortunately, in all the excitement they seemingly forgot to exclude wedding and funeral cars, they subsequently spent a year or so discussing this, much to the annoyance of wedding companies and funeral directors, who presumably don’t want taxi roof-signs and identification plates – although I would envisage the number of people hailing hearses may be limited.

Does this one ring a bell regarding the LC thoughts on street hails;

The normal forces of competition cannot apply to the street hail market – the customer hails a cab and merely hopes the fare charged by the driver is the correct one.

Did you note the exclusion of this but from the LC documents where they quote Biggar at will?
