So from this thread I think I can safely conclude that everyone has a different understanding, no-one can actually agree on anything and the councils are clueless :lol:

You are wrong. You can operate a vehicle with 8 or less on a full operators license or a restricted license. Most of the 8 seat stretched limousines that are operated in areas where the council won't license them are operated in this way. I have done this myself in the past when needs must.

hardly a normal set of circumstances tough is it, only one step up from "self drive limo"

If you read the VOSA website on this subject, They actively encourage the use of smaller vehicles on an "O" license.

so VOSA encourage avoidance of LA registering/plating of vehicles to run them on restricted ops licences?

hey, ill go with that!


a pukka operator (D, as opposed to D1) has slots for his big vehicles can add/lose 12 seaters at will?

hi these o licence taxis need to be stopped vosa say its the local council and the local council say its vosa so who has the the power over these whom i think of as being the lowest of the low. What we need is for all hackney and licenced phv drivers to work together to stop these o licenced taxis or should i say small psv's from being able to operate as taxis for the safety of all our customers and the reputation of the licensed Drivers who have to pay for the licence they wear proudly day after day to find that if the company you work for have some buses they can operate these lowly tactics to save money (which i dont blame them for doing as long as they do it right)well we have local authorities who promote BE SAFE BE SURE ALWAYS USE A LICENSED TAXI. So where is the point of this if they wont stand with us to force vosa to define that a bus is a bus regardless of size or number of seats and that the driver of such vehicle should hold the correct licence so a P.C.V DRIVER has a P.C.V LICENCE and a hackney or phv driver has a hackney or phv licence so how do we do it that to force vosa to make some simple changes which would make are trade safer for the public who use us i could go on all day with this but i will finish here and i look forward to seeing your views on this subject

I don't think it is done primarily to save money, the vehicles are subject to safety inspections every 10 weeks. These generally cost more than the cost of an MOT so each vehicle has the equivelent of an MOT 5 times a year as well as an MOT. The main difference is that the drivers do not require a medical or a CRB check.

i thought it was 6 week inspections, or is that HGV, i have a PH plate test every 16 weeks so im used to extra tests, and my test is at a test station, regular inspections for HGV are just done by any workshop and were costing £36 last i heard

The frequency of the tests is not actually stipulated. The garage that do my testing sugested 10 weeks but it could be 8 or 12 weeks if I wanted. Not just any workshop can do the work. It has to be one that has all the required equipment. The cost for my minibuses is around £75 a pop.

My collection of class7 lwb vans were dwarfed in a HGV workshop, they did everything upto 44tonners, if you want a cheaper inspection PM me....lol

going back to the OP

with no HC/PH or D1(full) licence he cant work driving passengers for hire or reward in any capacity, neither plated or O licenced,but he could be a trolley dolly on long trips though, teas+coffee 50p cold drinks 60p

explain please, if hes not passed a D1 test and hasnt got a PH/HC badge, what can he drive, a pony and trap?

or a pink stretch hummer tart cart?
