explain please, if hes not passed a D1 test and hasnt got a PH/HC badge, what can he drive, a pony and trap?

A vehicle with up to 8 passenger seats does not require a D1 license. You don't need a PH/HC badge to drive a vehicle on an "O" license.

and does that equally apply where i have a restricted o-licence, as opposed to a special licence

so he drive a 8 seater on a pay-per-punter-per-stop bus service then....not many of those are there?

Is that how ALL buses and coaches are run? Are school buses run like this?

What is a local service?
A 'local service' is a service that carries passengers who each pay separate fares along a pre-defined route. The route can be any length overall but must allow passengers to leave the vehicle within 24.15 kilometres (15 miles) from the place they were picked up. The distance between the pick-up and drop-off points is measured in a straight line.

What 'separate fares' means
Each passenger must make an individual payment to the driver or agent to use the service. Passengers can pay as they enter the vehicle, buy a ticket in advance or pay indirectly, eg receive free transport in the cost of a concert ticket.
