Part of the problem is that new entrants don't want to work (in the main) as hard as the more experienced staff.

Hang on on a moment, let me get this right, If someone does not want to work as hard as a more experienced person they aint lazy!!!
Oddly enough I tend to find Lazyness at both ends of the work spectrum but its often more prevalent at the experienced end of things, simply because when people get there, more so in the public sector, they have learned every scheme and scam going to minimise the amount of effort they put into things to justify their salary.
But yes, Blairs nanny state and unaffordable bloated public sector has left us with a big black hole that soaks up £trillions in wages and pensions which are paid at an amount which is way over what these people are worth. And to make matters worse the safeguards for such workers and retired workers make it impossible to claw in such expenses.
The Next generation are going to be stuffed good and proper as they'll end up carrying the can for this folly.
And knowing this we still waste £27 million on a ridiculous display of lefty crap from the confused mind of Danny Boyle.
