Yes look it up, do some research and it just proves my point of taxi drivers are dumb dont follow the current rules and legislation and need to be taught.

This taxi driver has the BTEC in Transporting passengers by HC and PH vehicles, a 2:2 degree in Humanities and a PGCE. He is also not dumb enough not to realise why some proprietors struggle to get drivers...
It is true that the Law Commission intend to keep the two-tier system but do away with cross-boundary booking acceptance restrictions, have a national standard for PH vehicles and drivers and allow councils to set additional local conditions including local topographical knowledge tests for HC drivers.
