They should if the punter looks like they don't have the means to pay (it's an acceptable excuse for refusing the fare)

That's what they are doing, deposit, fare up front, it all means the same we're just twisting words here.
Our tariff sheets now include words along the lines of 'The driver can ask for a deposit to cover the fare before travel, failure to do so may result in the hire being refused'
