Age has nothing to do with it. If your working income is less than a certain amount then you are eligible ;
•if you have one child it is £26,000
•if you have two children it is £32,200
•if you're single without children it is £13,000
•if you’re in a couple without children it is £18,000
Amounts you can get vary depending on income (the less you earn below the limits the more you get) and marriage/child status but as an example a single person with no children will get between £0 if you earn £13,000 p.a. up to a maximum of around £2,400 if you only earn about £6,500 p.a.

Could have claimed before that but didn't know about it so lost out on several years payments so it's worth checking to see if you qualify even if you think you don't.
And be careful when submitting a claim as it's administered by HMRC and they most likely cross-reference your tax return so make sure the figures match !
