I used to see a lot of identical VW caravelle type minibuses, 8 seaters, up and down the motorway, a coach company owned them and claimed no LA involvement was required as they had a O-licence for D class vehicles

then they all got plated.....and vanished

Standard Private Hire works means any bookings for journeys taken less than 24 hours before the commencement of the journey whereby no written contract is already in place.

How I read this is that if a contract is signed between the 2 parties that says the contractor will carry out any journey job on demand then after 24 hours of signing you are good to go? I don't think it means each single journey has to be the subject of an indivdual contract.

If an individual wanted a nice car for an airport transfer as a "one off" then yes, 24 hrs before commencement. I think it depends on who the contract is with.

We insure quite a lot of vehicles all over the country that are "plated" but are exempt from displaying the actual plate by virtue of the work they do. Maybe the actual LA rules on this vary as they do on everything else?

Once again thanks guys, I have written to the council to ask them to clarify what would be acceptable as a contract to meet their conditions. Will let you know their response.

I'd add the need to see his insurance too.

The 8 seaters mentioned with no P plates are probably those operated by Wallace Arnold tours. they vanished when WA got taken over by Shearings. Under 8 seats can be run on a PSV licence, see my separate mention of this elsewhere on this forum.

Why dont you Just ring the council concerned and ask the question, is it legal for you to book him to do the work you want to give him.
Then you will have it from the horses mouth. yeay or nay
