I suspect it was plated as a PH because no-one in the council could be bothered to read the 1976 Act.

I looked up these sort of regs a couple of years ago for a local guy who wanted to run horse and carriage tours near me. Shepway DC said it would come under the 1847 Act and it would be plated as a hackney, even though it would be running a regular route.

ISTR I found regs under Southport Council, Littlehampton and a couple of others, usually seaside places. Interestingly, horse buses no longer need to be licenced under the 1847 Act and do not come under PSV regs as they are only for mechanically driven vehicles. I looked that one up for Cobham Bus Museum a few years ago who run such a service on their open days.
