Having heard the phone in discussion on "talk sport" late night radio with Mike Dickens, re new goverment order coming out that you will have to switch off your engine when queing at traffic lights, traffic jam, or when your vehicle comes to a stop, [chuffing heck we have some traffic lights that only let 3 or 4 vehicles through at a light change,] to stop polution etc, on the spot fine will be imposed by the local authority wardens, another way for them to make cash, anyone read or know is there any truth in the item

what about us sat on cab ranks in freezing conditions

since they don't even enforce the "no idling " law here, can't see it ever being an issue...at least not in my parts (Canada)...

Wrong again Yorkie, I'm sure I read about some Scottish LA doing it already, Aberdeen maybe?

Tonight I waited about two hours for a fare at one of our ranks, imagine doing this in January without running your engine.

A tad cold methinks, and the punter would be a bit annoyed when you finally got them.

Of course, some of the drivers tear the ar$e from it, I know some who never kill their engine in cold weather, even if they're waiting a couple of hours or so.

Of course, no prizes for guessing if they are owners or jockies :lol:

Anyway, here's an article from the Daily Record about a year ago:

DRIVERS face a pounds 20 fine for not turning off their engines while parked under tough new air pollution laws.

Environmental wardens will be handing out on-the-spot fines in Edinburgh from April.

But Glasgow, Aberdeen and south Ayrshire also plan to clampdown on offenders.

Buses, coaches, delivery vans, taxis and private motorists will all face the fixed penalty fine for leaving parked vehicles idling.

And mobile squads are being set up to carry out random roadside exhaust emission tests.

Drivers who fail the inspection will have two weeks to fix the problem or be fined pounds 60.

The measures are aimed at meeting strict European levels on cutting greenhouse gas emissions by 2005.

But motoring groups urged caution, claiming buses and lorries were the worst culprits.

Environmental campaigners welcomed the move but drivers branded it another unfair tax.

Vehicles queuing at traffic lights will not be targeted.

However, drivers stopped at the roadside with their engines running will be warned then fined if they don't switch off.

The Executive gave councils the power to bring in the fines and put up pounds 500,000 towards roadside testing.

Officials argue that air quality in our cities has become sopoor that tough solutions are required.

Edinburgh will use their 33 council environmental wardens to patrol the worst affected spots from April.

Glasgow's plans are going to public consultation, while Aberdeen councillors will decide on their plan next week.

One option for administering the fines would be to invite bids from private companies for a contract as enforcers.

Officials in Aberdeen say air quality is at an unacceptable level in parts of the city centre. They are particularly worried about nitrogen dioxide levels, which can cause premature death and breathing problems.

Around 70 per cent of the nitrogen dioxide levels in Aberdeen's Union Street area come from traffic fumes.

Aberdeen's head of roads management, Hugh Murdoch, said fines would be a last resort.

He added: "We are not seeing this as a heavy-handed approach, it has to fit hand in glove with educating drivers.

"We are not trying to fix this as a traffic problem, we aretrying to fix this as a public health problem."

Experts estimate that five times as many people die from air pollution as they do from road accidents in the UK.

Sue Nicholson, of RAC in Scotland, said she hoped that private motorists would not be the main target.

She said: "I hope the fines are introduced with a degree of flexibility.

"If somebody is stopping for a short time or attempting to keep warm in very cold weather, I assume they wouldn't be ticketed."

"I would hope that heavily polluting vehicles such as HGVs, buses, taxis and so on would be the initial target."

An AA spokeswoman said: "The key thing is that they are targeting the people who are making the most pollution.

"It tends to be buses, taxis and a small minority of car owners who will never have their cars fixed or serviced."

Green campaigners Friends of the Earth Scotland backed the fines but said more work was needed on cutting traffic.

A spokesman added: "It will make air quality better but it's not the only solution.

"We have to reduce the volume of traffic in urban areas and encourage people to walk, cycle or use public transport."

Although all vehicles will be covered by the restrictions, the powers to issue fines will be at the discretion of the enforcers.

For instance, a warden would not be expected to fine a bus driver who was stopping briefly to pick up passengers.

However, a taxi driver waiting for a fare to leave their house could be fined if they did not switch off their engine.

If you think a couple of hours on a rank is bad you should come to sunny St Andrews.

The nearest station is five miles from town, and most of the fares are quite good at around just under a tenner so the drivers will wait a while for them.

But this sometimes gets ridciulous. On easter sunday night I waited over 3 hours for a £5 fare in the wrong direction.

The guys who work the rank probably wait at least an hour on average and I doubt if any have ever worked a shift here without waiting at least an hour.

it's quite common to see office cars sitting here a couple of hours even on Friday nights.

Ive waited five hours twice, once for nothing. Ive heard of a driver who waited 7 hours and one driver told me that one day he worked the rank a whole day - 10 hours - for nothing, although he did leave the rank once or twice.

But even after waiting two or three hours its a relief to get a decent job, because theres a good chance it will be a two pound fifty job round the corner, which isnt' good for the blood pressure :sad:

So i can't see us switching off all the time between jobs.

I suppose at least you can give your car a full mobile service while you are waiting on the rank for the train. :lol:
do they have trains that far up?
