and if out of his LA?

if by coincidence a LO saw a HC way aout of the LA, could he approach the vehicle if it was towing?, how far does a LO's powers extend mileage-wise?

If it's a Brum enforcement officer, then they believe it extents all the way to Outer Mongolia and back.
