I'm not entirely sure what all this has to do with pensioners freezing in winter, nor am I sure that the council have the resources to hunt down a possible racist on a blog, I mean which council would be the one to do it? Is it actually illegal to be a racist or is it just illegal to act in a manner that is racist when it comes to customers and employees etc
