Do they return to Scotland between hires?

Nope, I'll do a little digging to find out which authority issues the licenses, I'm fairly certain its North of Berwick.

NOTICE OF EXEMPTION FROM THE REQUIREMENTS OF LICENSING VEHICLES AND DRIVERS

................ Ltd makes provision for the invitation and acceptance of bookings solely for the hire of executive vehicles and chauffeur drivers for periods of at least 24 hours from its premises at The Royal Musselburgh Golf Club, Preston Grange, Prestonpans, EH32 9RP

By virtue of the “contract hire exemption” contained in section 22 of the civic government (Scotland) Act 1982, no provisions of the Act relating to the licensing of vehicles or drivers apply to any vehicle while it is being used for carrying passengers under a contract for its exclusive hire for a period of not less than 24 hours.

On that basis they can only have one contract per day.

However that is all irrelevant as bookings are being taken by non operators. Both the existing Scots exemption, and the now ex English and Welsh exemption didn't exempt operators.

Therefore all bookings are illegal.

I am not sure that the exemption as stated is the same as the one that was in place in England and Wales.

It's a moot point as the bookings are taken in E&W as far as I know.

Because all the umpteen councils concerned couldn't give a f***, and merely wait for the other to act.

The only thing that could change things is if a passenger was killed or seriously injured and the insurance company didn't pay up.

Thats a good point if they are not licensed properly can they be insured properly??

I am sure if something did happen the insurance company would find a way of not paying up.

As you will have realised | will not be taking a job with this outfit.

It seems I have asked to many questions and have been warned off!!

The net result of that is I will be making more enquiries, but try to a be a bit more discreet.
