If a restriction on advertising in or on a vehicle is contained within local byelaws, what procedure is required to overcome such restriction?

Repeal of those bylaws would help, but bringing in new vehicle licensing conditions is a pretty straight forward process.

Do you have a copy of the byelaws?

Byelaw s6:

There is an 'outspoken' colleague who insists he can 'demand and it will be so' that he could get his vehicle wrapped. He contends that as others have done it, Southampton and London cited, our LA cannot refuse us. I suggest that they can and they can enforce it through the magistrate's court.

More likely they'd suspend the vehicle licence and leave him to appeal the decision.

If he's a loud mouth, just let him get it done and see what happens

Seems to me he can do it - quote from Byelaws with the consent of the Council end quote - so he just needs to ask and it will probably be granted.

Storm in a Tea Cup.

You will find that if the advert is Political eg "Vote United Anarchist Party", sexual eg "Hire your local Lady of the Night", illegal eg "Best Heroin in Town", or falls foul of the Advertising Standards Agency codes it will be banned.
