In the LA I work the owner of a PH vehicle must retain the paper part of the PH drivers license for any driver that drives his vehicle. A hackney owner does not have to retain the paper hackney license of a driver that drives his vehicle. What is a bit of a curved ball is that hackney licenses are "dual purpose" and include entitlement to drive a PH under the 1976 act. In a nutshell I've got my paper HC/PH license.
